Open letter to Joseph Biden, President of the United States of America

Mr. President,

We would like to thank you for making it possible, with the invaluable support of the Netherlands and Denmark, for the first F-16s to be deployed in Ukraine in the near future. We hope that this heralds the formation of an air force of 200 to 300 aircraft which will allow Ukraine to effectively defend its airspace.

Without indulging in pessimism or defeatism, it seems the enemy Ukraine faces today has learned from its initial military mistakes, revitalised its military-industrial complex and mastered new types of armament. Russia has also been able to find new sources of arms supplies from some of its allies. From this point of view, Iran’s delivery of glide bombs and the likely supply of medium-range missiles are particularly worrying.

We are writing to you as president of the leading country in the Ramstein coalition to ask you to lift the restrictions on the use of weapons supplied by your country, and to call on the coalition member countries to do likewise, so that the Ukrainian army can neutralise military structures and equipment, ammunition and fuel depots, and military production facilities deep inside enemy territory. Even without having access to all the US government’s information, it is regrettable that in the supply of armaments the lead times are often too long and/or the quantities too small, particularly in the case of armaments systems that have already been supplied. This is particularly true of air defence systems such as the Flakpanzer Gepard and Patriot or SAMP-T anti-missile systems, which are supplied in insufficient quantities. Germany is due to deliver two further Iris-T systems in the near future. ↩

Nawet nie będąc w posiadaniu wszystkich informacji amerykańskiej administracji, możemy żałować, że opóźnienia w dostawach uzbrojenia są często zbyt duże i/lub niedostateczne, szczególnie jeśli chodzi o systemy uzbrojenia już dostarczonego. Mamy tu na myśli w szczególności systemy obrony przeciwlotniczej takie jak Flakpanzer Gepard i Patriot jak i dostarczane w niewystarczających ilościach systemy przeciwrakietowe SAMP-T. Niemcy powinny wkrótce dostarczyć dwa kolejne systemy Iris-T. ↩

Навіть не володіючи всією інформацією від адміністрації США, можна висловити жаль з приводу часто задовгих термінів постачання озброєнь і/або замалих їх обсягів, зокрема тих систем озброєнь, що вже постачено. Це стосується, наприклад, систем протиповітряної оборони типу Flakpanzer Gepard і протиракетних комплексів Patriot або SAMP-T, які поставляються в недостатній кількости. Німеччина має найближчим часом постачити ще дві системи Iris-T. ↩

Si les diverses modalités de mise en œuvre de la politique de « prudence stratégique » à l’égard de la Russie élaborée par l’Administration américaine et mise en œuvre sous le leadership du Président Biden peuvent être critiquées, cette politique reste difficilement contestable en son principe 1. Même sans être en possession de l’ensemble des informations de l’Administration américaine, on peut regretter dans la fourniture d’armements des délais souvent trop longs et/ou des quantités trop réduites, en particulier lorsqu’il s’agit de systèmes d’armements déjà fournis. On pense en particulier aux systèmes de défense anti-aérienne tels les Flakpanzer Gepard et aux systèmes anti-missiles Patriot ou SAMP-T fournis en quantités insuffisantes. L’Allemagne devrait livrer prochainement deux autres systèmes Iris-T. ↩
