Mr. President,

First and foremost, we would like to thank you, Secretary of Defense Lloyd Austin, Secretary of State Anthony Blinken, and the broad bipartisan coalition in Congress for your unwavering support for Ukraine and for the leadership that the United States has once again taken in defense of the fundamental principles of the United Nations Charter. Like you, we believe that, as General Christopher Cavoli put it so well, “Russia cannot come out of this war with victory, our future simply cannot stand it.”

We have often wished that the assistance provided to Ukraine had been faster and more extensive. However, we are well aware that you are in possession of information that we do not have, and that you have had to work hard to build the Ramstein coalition and to make it more cohesive. El 24 de febrero de 2022, Rusia retomó su guerra a gran escala no declarada contra Ucrania. Esta nueva ofensiva rusa, completamente colonial, está marcada por violaciones sistemáticas del derecho bélico, en particular de las leyes humanitarias: bombardeos masivos e indiscriminados, violaciones, sustracciones de menores, deportaciones y ejecuciones sumarias de civiles, torturas, ejecuciones de prisioneros de guerra, destrucciones masivas y dirigidas a infraestructuras civiles…

En junio de 2022, tras superar muchas resistencias y reticencias extendidas desde hace tiempo por el poder blando ruso en Occidente, los 27 acabaron otorgando a Ucrania el estatus de país candidato a la Unión Europea.

Ahora todo parece indicar que las fuerzas hostiles a una adhesión rápida de Ucrania están volviendo a actuar. ¿De qué otra manera se podrían interpretar las declaraciones de la presidenta de la Comisión Europea quien, dirigiéndose al presidente Zelenski, afirmó recientemente que “entre hoy y ese futuro alegre, quizás queda un largo camino por recorrer”? Am 24. Februar 2022 nahm Russland seinen unerklärten Krieg gegen die Ukraine in großem Maßstab wieder auf. Bei dieser neuen, wahrhaft kolonialen Offensive Russlands wird systematisch das Kriegsrecht, insbesondere das humanitäre Recht, verletzt: massive und wahllose Bombardierungen, Vergewaltigungen, Kindesentführungen, Deportationen und summarische Hinrichtungen von Zivilisten, Folter, Hinrichtungen von Kriegsgefangenen, massive und gezielte Zerstörung ziviler Infrastruktur, …

Nachdem die 27 EU-Mitgliedstaaten enorme Widerstände und Vorbehalte überwunden hatten, die von der russischen Soft Power im Westen seit langem kultiviert worden waren, gewährten sie der Ukraine im Juni 2022 schließlich den Status eines EU-Beitrittskandidaten.

Heute deutet alles darauf hin, dass die einem raschen Beitritt der Ukraine feindlich gesinnten Kräfte wieder am Werk sind. Wie sonst könnte man die Äußerungen der Präsidentin der Europäischen Kommission interpretieren, die vor kurzem gegenüber Präsident Zelensky sagte, dass „zwischen heute und dieser besseren Zukunft möglicherweise noch ein mühsamer Weg liegt“. Il 24 febbraio 2022 la Russia ha rilanciato su larga scala la propria guerra non dichiarata all’Ucraina. Questa nuova offensiva russa, propriamente imperialistica, è stata condotta all’insegna di sistematiche violazioni del diritto di guerra, in particolare del diritto umanitario: bombardamenti massicci e indiscriminati, stupri, rapimenti di bambini, deportazioni ed esecuzioni sommarie di civili, torture, esecuzioni di prigionieri di guerra, distruzione massiccia e mirata di infrastrutture civili…

Nel giugno 2022, superando le enormi resistenze e riluttanze coltivate a lungo dalle ingerenze russe in Occidente, i 27 Stati membri hanno finalmente riconosciuto all’Ucraina lo status di Paese candidato all’adesione all’Unione Europea.

Oggi ci sono tutte le ragioni per credere che le forze ostili a una rapida adesione dell’Ucraina siano di nuovo all’opera. Come interpretare altrimenti le dichiarazioni della Presidente della Commissione europea che, rivolgendosi al Presidente Zelensky, ha recentemente affermato che “tra oggi e quel futuro sorridente potrebbe esserci ancora molta strada da fare”? Appeal to the EU-27 heads of state and government to open negotiations on Ukraine’s accession to the European Union in June 2023

On 24 February 2022, Russia relaunched its undeclared war against Ukraine on a grand scale. This new Russian offensive, imperialist in the truest sense, has been pursued in systematic violation of the laws of war, in particular humanitarian ones: massive and indiscriminate bombing, rapes, abductions of children, deportations and summary executions of civilians, torture, executions of prisoners of war, large-scale and deliberate destruction of civilian infrastructure, and so on.

In June 2022, the EU 27 finally granted Ukraine candidate status to the European Union. This meant overcoming enormous resistance and misgivings that had long been cultivated by Russian soft power in the West.

Today, there is every reason to believe that the forces hostile to Ukraine’s rapid EU accession are once again at work. How else should we interpret the statements of the European Commission president who, speaking to President Zelensky, recently said that “Between now and this bright future, there may be a hard road to tread”.
