A Common European Army: instructions for use

Beginning with the observation that « with regards to foreign policy, we (Europeans) do not seem to be taken seriously » 1 Jean-Claude Juncker has made it clear in a recent interview with Germany’s Welt am Sonntag, that the European Union must have a common army. According to the President of the European Commission, the mere decision to equip itself with such an instrument would allow the EU to « send a clear signal to Russia that we (Europeans) are serious about defending European values » and would put the EU in a position to react « credibly » to threats to peace in a Member State or in a State bordering the Union. The words he used are of paramount importance. Juncker does not refer to a single European army that would replace the national armies; he is talking about a common European army. At no time does he say that all Member States would have to participate in such an undertaking. And finally, he makes it clear that a common army would not represent a “challenge” to NATO. Partant du constat qu’ « en politique étrangère, nous (les Européens) ne semblons pas être pris complètement au sérieux » 1, Jean-Claude Juncker a souligné dans une récente interview au journal allemand Welt am Sonntag, la nécessité de doter l’Union européenne d’une armée commune. Selon le Président de la Commission, de par sa seule existence, la décision de se doter d’un tel instrument permettrait à l’Union européenne d’ « envoyer un signal clair à la Russie que nous (les Européens) sommes sérieux en ce qui concerne la défense des valeurs européennes » et mettrait l’UE en situation de réagir « de façon crédible » face à des menaces pour la paix dans un Etat membre ou dans un Etat voisin de l’Union. Les mots utilisés ont toute leur importance. Le Président de la Commission ne parle pas d’une armée européenne unique qui se substituerait aux armées nationales. Il parle d’une armée européenne commune. Il ne mentionne nulle part la nécessité que tous les Etats membres soient tenus de participer à cette entreprise. At the Munich Security Conference at the beginning of February, Sergey Lavrov caused general amusement among the ministers and diplomats present when he declared that the reunification of Germany had happened without a referendum. Unquestionably, the cream of European diplomacy was laughing as much at itself – and could just as easily have cried. A year after Russia invaded and annexed Crimea, more than fifteen months since the beginning of the Euromaidan in Kyiv, and more than fifteen years since Vladimir Putin’s accession to power in Russia, these politicians and diplomats are at a loss to describe what is shaking up the European continent. Début février 2015, à Munich, lors de la Conférence sur la Sécurité, Sergueï Lavrov a provoqué un éclat de rire généralisé parmi les ministres et diplomates présents lorsqu’il a affirmé que la réunification allemande avait eu lieu sans référendum. A n’en pas douter, le gratin de la diplomatie européenne riait sans doute aussi sur lui-même. Il aurait d’ailleurs pu, tout aussi bien, pleurer. Près d’un an après l’invasion et l’annexion de la Crimée par la Russie, à plus de quinze mois du début de la révolution Euromaidan à Kyiv et plus de quinze ans après l’avénement de Vladimir Poutine au pouvoir en Russie, ces politiques et ces diplomates peinent toujours à mettre des mots sur ce qui ébranle le continent européen. Dear Captain, dear Nadiya,

Though I was not optimistic, I did hope a little, a very little bit, that Mrs. Merkel and Mr. Hollande would bring you back with them from Moscow in their « luggage ». After all of the violations of Russia’s recent, and not so recent, commitments, such a concrete gesture would have given an ounce of credibility to Mr. Putin’s declarations that he truly wanted to negotiate.
