If, as the dictionary tells us, “to plan” means “to decide on a future course of action and how to implement it”, then Mark Galeotti is wrong to imply that “the Kremlin is unlikely to know any more than us whether an invasion of Ukraine is planned” 1. While President Putin does not know “if” and “when” he would intervene in Ukraine, invasion is an option that he might resort to, depending on circumstances and needs. Se, come ci dice il dizionario, « prevedere » significa « concepire qualcosa col pensiero, considerarlo come possibile e, in particolare, prendere delle disposizioni in vista della sua eventualità », Mark Galeotti ha torto quando dice che « il Cremlino probabilmente non sa più di noi se è prevista un’invasione dell’Ucraina«  1. Se il presidente Putin non sa « se » e « quando » interverrebbe in Ucraina, l’invasione è a tutti gli effetti un’opzione a cui potrebbe ricorrere a seconda delle circostanze e delle necessità e come tale è attentamente preparata.
