Non-existence of a European strategy: Act 1. In April 2008, at the NATO summit in Bucharest, France and Germany opposed the integration of Georgia into NATO. A few months later, the Russian army invaded South Ossetia and marched towards Tbilisi, the Georgian capital. The offensive stopped suddenly.
Was it the result of the (some would say late) intervention of Nicolas Sarkozy, President of the EU at the time, or the consequence of a previous effort of American diplomacy? The question remains unanswered. Nevertheless, by recognizing the independence of South Ossetia and Abkhazia, the Russian authorities carried out the integration/annexation of these two territories under another guise.
Shortly after that, in 2011, President Sarkozy – in spite of insistent warnings 1 – decided to sell two Mistral-class assault carriers to Russia. Lire la suite

Inexistence stratégique de l’Europe, Acte 1. En avril 2008 au sommet de l’Otan à Bucarest, la France et l’Allemagne s’opposent à nouveau à l’intégration de la Géorgie dans l’alliance atlantique. Quelques mois plus tard, l’armée russe entre en Ossétie du Sud et avance vers Tbilissi, la capitale géorgienne. Pourtant soudainement l’offensive s’arrête. Etait-ce grâce à la médiation (tardive selon certains observateurs) de Nicolas Sarkozy, président en exercice de l’Union européenne, ou en raison d’une précédente intervention diplomatique américaine ? La question demeure. Il reste qu’en reconnaissant les « indépendances » de l’Ossétie du Sud et de l’Abkhazie, les autorités russes ont procédé à une intégration-annexion qui ne dit pas son nom de ces deux territoires. Il reste également que quelque temps plus tard, en 2011, le Président Sarkozy a décidé, en dépit de pressantes mises en garde 1, de la vente de deux navires de projection et de commandement de type Mistral à la Russie. The invasion and occupation of Crimea by the Russian army effectively constitutes an act of war. The EU must now realise that it should no longer be allowed to get away with semantic acrobatics. It is a point of departure from which a strong and determined political response can be resolutely developed, in conjunction with the USA, Canada and the largest possible number of democratic countries.
