From a system of power to a regime: the Russian journey

The annexation of Crimea and the large-scale destabilisation of Eastern Ukraine, orchestrated, funded and supplied with arms and manpower by the Kremlin, constitute blatant, unprecedented violations of the system that has kept relationships between the European States in check since the end of World War II (Helsinki Final Act, Charter of the United Nations, Budapest Memorandum). As such, these events are a serious breach of the European order and to fully understand the implications, it is essential to become aware of the true nature of the regime in place in Moscow. Our ability to provide reliable answers to the burning issue of Ukraine depends on it, as well as the future cohesion, and possibly even the long-term sustainability, of the EU, and also the hope for Russian citizens of building a society based on the Rule of Law and democracy. D’un système de pouvoir à un régime : itinéraire russe

L’annexion de la Crimée et la déstabilisation à grande échelle de l’Ukraine orientale organisée, financée et ravitaillée en armements et en hommes par le Kremlin constituent des violations patentes et sans précédent de l’appareil normatif qui régit les relations entre les Etats européens depuis la fin de la Seconde Guerre mondiale (Accord final d’Helsinki, Charte des Nations Unies, Mémorandum de Budapest). Elles marquent donc une rupture radicale dans l’ordre européen. Pour l’appréhender au plus prêt et en saisir toutes les implications, il est indispensable, croyons-nous, de comprendre la nature profonde du régime en place à Moscou. Notre capacité à donner des réponses adéquates à la brûlante question ukrainienne en dépend. Mais pas seulement : en dépendent également la cohésion future de l’Union européenne, voire sa pérennité même, ainsi que la perspective pour les citoyens russes de renouer avec l’espoir de bâtir, un jour, une société fondée sur l’Etat de droit et la démocratie. Entrenched in Kantian thinking, many Europeans have convinced themselves that war has become impossible – in Europe at least, if not in Syria. They are wrong. By occupying Crimea, a small part of European territory, Vladimir Putin has declared war – not just on Ukraine, but also on Europe and the global community of democracies. Pétris de kantisme, de nombreux Européens se sont convaincus que la guerre était désormais impossible. Chez eux. La Syrie, c’est une autre histoire. Ils se sont trompés. En occupant ce petit morceau d’Europe qu’est la Crimée, Vladimir Poutine a déclaré la guerre. A l’Ukraine. Mais pas seulement. A l’Europe. A la communauté mondiale des démocraties. The invasion and occupation of Crimea by the Russian army effectively constitutes an act of war. The EU must now realise that it should no longer be allowed to get away with semantic acrobatics. It is a point of departure from which a strong and determined political response can be resolutely developed, in conjunction with the USA, Canada and the largest possible number of democratic countries.
