Appeal to the EU-27 heads of state and government to open negotiations on Ukraine’s accession to the European Union in June 2023

On 24 February 2022, Russia relaunched its undeclared war against Ukraine on a grand scale. This new Russian offensive, imperialist in the truest sense, has been pursued in systematic violation of the laws of war, in particular humanitarian ones: massive and indiscriminate bombing, rapes, abductions of children, deportations and summary executions of civilians, torture, executions of prisoners of war, large-scale and deliberate destruction of civilian infrastructure, and so on.

In June 2022, the EU 27 finally granted Ukraine candidate status to the European Union. This meant overcoming enormous resistance and misgivings that had long been cultivated by Russian soft power in the West.

Today, there is every reason to believe that the forces hostile to Ukraine’s rapid EU accession are once again at work. How else should we interpret the statements of the European Commission president who, speaking to President Zelensky, recently said that “Between now and this bright future, there may be a hard road to tread”. Le 24 février 2022, la Russie relançait à grande échelle sa guerre non déclarée contre l’Ukraine. Cette nouvelle offensive russe, proprement coloniale, a été menée sous le signe de violations systématiques du droit de la guerre, en particulier du droit humanitaire : bombardements massifs et indiscriminés, viols, enlèvements d’enfants, déportations et exécutions sommaires de civils, tortures, exécutions de prisonniers de guerre, destructions massives et ciblées d’infrastructures civiles, …

En juin 2022, surmontant d’énormes résistances et réticences cultivées de longue date par le soft-power russe en Occident, les 27 ont finalement octroyé à l’Ukraine le statut de pays candidat à l’Union européenne.

Aujourd’hui, tout laisse croire que les forces hostiles à une adhésion rapide de l’Ukraine sont de nouveau à l’oeuvre. Comment interpréter autrement les déclarations de la Présidente de la Commission européenne qui, s’adressant au Président Zelensky, a récemment affirmé qu’ « entre aujourd’hui et cet avenir souriant, il y a peut-être encore un chemin ardu » ? Il est des contre-vérités tenaces, telle celle selon laquelle une révision des Traités serait rendue tout à coup indispensable en raison du prochain élargissement de l’Union à l’Ukraine, à la Moldavie et aux pays des Balkans.

There are persistent untruths, such as the one according to which a revision of the Treaties would suddenly become indispensable with the forthcoming enlargement of the European Union to include Ukraine, Moldova and the Balkan countries.

This is to overlook the fact that the EU was unable to foresee, let alone prevent, the massive invasion of Ukraine by the Russian Federation on 24 February last year. With the exception of the United Kingdom, which has since departed, this is the same Union that acknowledged – if not formally 1, at least de facto – the annexation of Crimea and the latent incorporation of the self-proclaimed republics of Donetsk and Luhansk by the Russian Federation. It is the same union which, impervious to reality, was still dreaming of strategic independence a few months ago. 2 Lire la suite →

Die Idee, dass eine Revision der Verträge der Europäischen Union aufgrund ihrer bevorstehenden Erweiterung um die Ukraine, Moldawien und die Balkanländer plötzlich unerlässlich sei, zählt zu den hartnäckigen Unwahrheiten.

Dabei wird nämlich außer Acht gelassen, dass die Union nicht in der Lage war, die massive Invasion der Ukraine durch die Russische Föderation am 24. Februar 2022 vorherzusehen, geschweige denn zu verhindern. Lire la suite →
