Open letter to Joseph Biden, President of the United States of America

Mr. President,

We would like to thank you for making it possible, with the invaluable support of the Netherlands and Denmark, for the first F-16s to be deployed in Ukraine in the near future. We hope that this heralds the formation of an air force of 200 to 300 aircraft which will allow Ukraine to effectively defend its airspace.

Without indulging in pessimism or defeatism, it seems the enemy Ukraine faces today has learned from its initial military mistakes, revitalised its military-industrial complex and mastered new types of armament. Russia has also been able to find new sources of arms supplies from some of its allies. From this point of view, Iran’s delivery of glide bombs and the likely supply of medium-range missiles are particularly worrying.

We are writing to you as president of the leading country in the Ramstein coalition to ask you to lift the restrictions on the use of weapons supplied by your country, and to call on the coalition member countries to do likewise, so that the Ukrainian army can neutralise military structures and equipment, ammunition and fuel depots, and military production facilities deep inside enemy territory. Requiem for Nagorno-Karabakh?

In her article on Nagorno-Karabakh, Nathalie Tocci, political scientist and director of the IAI 1, states that “there is no doubt that Nagorno-Karabakh lies within the officially recognised borders of Azerbaijan. Europe and the international community have never questioned this, and the war in Ukraine has underlined once again the importance of sovereignty and territorial integrity as pillars of international law. There is therefore no legally valid reason to oppose the reintegration of Karabakh into Azerbaijan” 2 Such statements are worthy of discussion. Lire la suite

Nel suo articolo sul Nagorno-Karabakh, Nathalie Tocci, politologa e direttrice dello IAI 1, afferma che « non c’è dubbio che il Nagorno-Karabakh si trovi all’interno dei confini ufficialmente riconosciuti dell’Azerbaigian. L’Europa e la comunità internazionale non lo hanno mai messo in dubbio e la guerra in Ucraina ha sottolineato ancora una volta l’importanza della sovranità e dell’integrità territoriale come pilastri del diritto internazionale. Non c’è quindi alcun motivo giuridicamente valido per opporsi alla reintegrazione del Karabakh nell’Azerbaigian » 2.  Sono affermazioni che meritano di essere discusse. Lire la suite

Dans son article sur le Haut-Karabakh, Nathalie Tocci, la politologue et directrice de l’IAI 1, affirme qu’ »il ne fait aucun doute que le Haut-Karabakh se trouve à l’intérieur des frontières officiellement reconnues de l’Azerbaïdjan. L’Europe et la communauté internationale n’ont jamais remis cela en question, et la guerre en Ukraine a souligné une fois de plus l’importance de la souveraineté et de l’intégrité territoriale en tant que piliers du droit international. Il n’existe donc aucune raison juridiquement valable de s’opposer à la réintégration du Karabakh dans l’Azerbaïdjan. » 2 Voilà des affirmations qui méritent d’être discutées. Lire la suite

Even without having access to all the US government’s information, it is regrettable that in the supply of armaments the lead times are often too long and/or the quantities too small, particularly in the case of armaments systems that have already been supplied. This is particularly true of air defence systems such as the Flakpanzer Gepard and Patriot or SAMP-T anti-missile systems, which are supplied in insufficient quantities. Germany is due to deliver two further Iris-T systems in the near future.
