F-16 dla Ukrainy: List otwarty do Pana Josepha Bidena, prezydenta Stanów Zjednoczonych Ameryki

Panie Prezydencie,

Przede wszystkim chcielibyśmy Panu podziękować, Panie Prezydencie, jak też Sekretarzowi Obrony Lloydowi Austinowi, Sekretarzowi Stanu Antony’emu Blinkenowi oraz bardzo szerokiej ponadpartyjnej koalicji w Kongresie za niezachwiane poparcie dla Ukrainy i za ponowne przywództwo Stanów Zjednoczonych w działaniach na rzecz obrony podstawowych zasad Karty Narodów Zjednoczonych. Uważamy, tak jak Pan Prezydent i jak to bardzo trafnie podsumował generał Christopher Cavoli: „Rosja nie może wygrać tej wojny, tu chodzi o naszą przyszłość”.

Jakkolwiek często wolelibyśmy, aby pomoc dla Ukrainy była dostarczana szybciej i była bardziej znacząca, zdajemy sobie sprawę z tego, że Pana administracja dysponuje informacjami, których my nie posiadamy i że musiał Pan włożyć ogromną pracę, w celu zapewnienia, a następnie wzmocnienia spójności koalicji na spotkaniu w Ramstein.

Piszemy do Pana dzisiaj, ponieważ jesteśmy zaniepokojeni. Nie mamy wątpliwości, że w tej sprawie wyłania się szeroki konsensus i że państwa, które w 2008 roku podczas szczytu NATO w Bukareszcie zablokowały ten proces i w związku z tym są w dużym stopniu odpowiedzialne za toczącą się wojnę, zadbają o to, aby go już nie utrudniać.

Jesteśmy także świadomi tego, że nabycie wprawy w obsługiwaniu nowoczesnych zachodnich samolotów wymaga dogłębnego szkolenia pilotów, a także zapewnienia odpowiedniej logistyki. Ale wiemy również, iż niesamowicie zmotywowani ukraińscy żołnierze wykazali się ogromną zdolnością przyswajania sobie nowych umiejętności. Pana zgoda jest absolutnie niezbędna nie tylko jako prezydenta kraju, pod którego przewodnictwem powstała grupa kontaktowa do spraw obrony Ukrainy, ale także jako głowy państwa produkującego samoloty F-16, o które usilnie zabiega dowództwo sił zbrojnych Ukrainy.

Aby grupa kontaktowa do spraw obrony Ukrainy, bazując na aktualnych realiach wojskowych i politycznych, była w stanie w ciągu sześciu miesięcy podjąć decyzję o dostawach myśliwców F-16 przez Pana kraj i kraje europejskie, które je posiadają, wydaje nam się rzeczą niezbędną, by jak najszybciej zapadły decyzje w sprawie przeszkolenia około stu ukraińskich pilotów, stworzenia całego łańcucha logistycznego obejmującego dostawę około stu samolotów oraz określenia liczby samolotów, które każde państwo członkowskie NATO mogłoby dostarczyć jesienią 2023 r., jak też ich przygotowania.
