Llamamiento a los 27 jefes de Estado y de gobierno para que se inicien las negociaciones de adhesión de Ucrania a la Unión Europea en junio de 2023

El 24 de febrero de 2022, Rusia retomó su guerra a gran escala no declarada contra Ucrania. Esta nueva ofensiva rusa, completamente colonial, está marcada por violaciones sistemáticas del derecho bélico, en particular de las leyes humanitarias: bombardeos masivos e indiscriminados, violaciones, sustracciones de menores, deportaciones y ejecuciones sumarias de civiles, torturas, ejecuciones de prisioneros de guerra, destrucciones masivas y dirigidas a infraestructuras civiles…

En junio de 2022, tras superar muchas resistencias y reticencias extendidas desde hace tiempo por el poder blando ruso en Occidente, los 27 acabaron otorgando a Ucrania el estatus de país candidato a la Unión Europea.

Ahora todo parece indicar que las fuerzas hostiles a una adhesión rápida de Ucrania están volviendo a actuar. ¿De qué otra manera se podrían interpretar las declaraciones de la presidenta de la Comisión Europea quien, dirigiéndose al presidente Zelenski, afirmó recientemente que “entre hoy y ese futuro alegre, quizás queda un largo camino por recorrer”?

Sin embargo, esta guerra no declarada de Rusia a Ucrania también supone una ofensiva mortal por parte de Rusia contra todos los países que se identifican con la Carta de las Naciones Unidas. Solo el estatus de potencia nuclear y la naturaleza del régimen ruso han impedido que el mundo libre, bajo el liderazgo estadounidense, intervenga directamente en este conflicto, para minimizar el riesgo de escalada por Moscú.

Así y todo, si bien las valientes reformas puestas en marcha por Ucrania resultan innegables pese a la invasión que está sufriendo, y que otras tienen que llevarse a cabo para erradicar la corrupción, varios Estados miembros, escudándose cómodamente tras un estatus de no beligerancia, siguen sin tomar medidas serias para perseguir a los ciudadanos de sus países que han sido corrompidos política, intelectual o económicamente por el régimen ruso; entre ellos, antiguos jefes de Estado y de gobierno, así como un sinfín de personalidades de los poderes político, militar, académico, económico y mediático. En caso de guerra declarada, muchos de ellos podrían enfrentarse a persecuciones judiciales por colaborar con el enemigo o por traición.

Finalmente, con el objetivo de despejar toda ambigüedad, aclaremos que no se trata de crear unas condiciones de adhesión privilegiadas para Ucrania, sino de decidir la apertura de las negociaciones. En este contexto, cualquier argucia burocrática, como el argumento de tener que esperar al informe de la Comisión (previsto para el próximo otoño), es políticamente inadmisible. Las conclusiones de este informe se podrán tener en cuenta fácilmente durante las negociaciones de cada uno de los 35 capítulos del proceso de adhesión.

Mientras que los ucranianos luchan por su libertad y por la nuestra, y pagan a diario un precio altísimo en cuanto a vidas humanas y destrucción del país, consideramos que todo aplazamiento por parte de los 27 del inicio formal de las negociaciones de adhesión más allá del mes de junio de 2023 sería política, humana y moralmente inaceptable.
