Für ihre und unsere Freiheit

Aufruf an die 27 Staats- und Regierungschefs, im Juni 2023 die Verhandlungen über den Beitritt der Ukraine zur Europäischen Union zu eröffnen

Am 24. Februar 2022 nahm Russland seinen unerklärten Krieg gegen die Ukraine in großem Maßstab wieder auf. Bei dieser neuen, wahrhaft kolonialen Offensive Russlands wird systematisch das Kriegsrecht, insbesondere das humanitäre Recht, verletzt: massive und wahllose Bombardierungen, Vergewaltigungen, Kindesentführungen, Deportationen und summarische Hinrichtungen von Zivilisten, Folter, Hinrichtungen von Kriegsgefangenen, massive und gezielte Zerstörung ziviler Infrastruktur, …

Nachdem die 27 EU-Mitgliedstaaten enorme Widerstände und Vorbehalte überwunden hatten, die von der russischen Soft Power im Westen seit langem kultiviert worden waren, gewährten sie der Ukraine im Juni 2022 schließlich den Status eines EU-Beitrittskandidaten.

Heute deutet alles darauf hin, dass die einem raschen Beitritt der Ukraine feindlich gesinnten Kräfte wieder am Werk sind. Wie sonst könnte man die Äußerungen der Präsidentin der Europäischen Kommission interpretieren, die vor kurzem gegenüber Präsident Zelensky sagte, dass „zwischen heute und dieser besseren Zukunft möglicherweise noch ein mühsamer Weg liegt“.

Dabei ist dieser unerklärte Krieg Russlands gegen die Ukraine auch eine tödliche Offensive Russlands gegen alle Länder, die sich zur Charta der Vereinten Nationen bekennen. Nur Russlands Status als Atommacht und die Natur des russischen Regimes halten die freie Welt unter der Führung der USA davon ab, sich direkt an diesem Konflikt zu beteiligen, um das Risiko einer Eskalation durch Moskau zu minimieren.

Dass nach den mutigen Reformen, die die Ukraine trotz der Invasion bereits durchgeführt hat, weitere folgen müssen, um die Korruption auszumerzen, ist unbestreitbar. Allerdings haben viele EU-Mitgliedstaaten, die sich hinter einem bequemen Status des Nicht-Kriegszustands verstecken, bis heute keine ernsthafte Initiative ergriffen, um ihre Bürger zu verfolgen, die vom russischen Regime politisch, intellektuell oder finanziell korrumpiert wurden. Unter diesen findet man ehemalige Staats- und Regierungschefs sowie eine Fülle von Persönlichkeiten aus dem politischen, militärischen, akademischen, wirtschaftlichen und medialen Establishment. In einer erklärten Kriegssituation könnten viele von ihnen wegen Kollaboration mit dem Feind oder Verrat strafrechtlich verfolgt werden.

Um alle Unklarheiten auszuräumen, sei abschließend darauf hingewiesen, dass es nicht darum geht, bevorzugte Beitrittsbedingungen für die Ukraine zu schaffen, sondern schlicht und einfach über die Aufnahme der Beitrittsverhandlungen zu entscheiden. In diesem Zusammenhang ist jede bürokratische Argumentation, wie die, dass man den für den kommenden Herbst angekündigten Bericht der Kommission abwarten müsse, politisch unzulässig. Die Ergebnisse dieses Berichts können problemlos in die Verhandlungen über jedes der 35 Kapitel des Beitrittsprozesses einfließen.

Während die Ukrainer*innen für ihre und unsere Freiheit kämpfen und jeden Tag einen sehr hohen Preis in Form von Menschenleben und der Zerstörung ihres Landes zahlen, halten wir jede Verschiebung der formellen Eröffnung der Beitrittsverhandlungen durch die 27 über den Juni 2023 hinaus für politisch, menschlich und moralisch inakzeptabel.
